From 22 to 28 August this year in the Congress Palace in Paris, was held 43rd Conference of International Council on Large Electric Systems - CIGRE, a unique event in the field of electric power. Since the establishment of CIGRE in 1921st until today, the number of participants has been increasing, so this year on the main and accompanying activities CIGRE attended by over 4400 delegates and visitors from almost all countries of the world.
After a welcome speech by the President of CIGRE Mr. Andre Merlin, president of the Federation of Electric Power Companies of Japan, Mr. Shosuke Mori gave a interesting lecture by invitation "Initiatives & Perspectives by the Power Industries Towards Low Carbon Emission Society" in which he paid special attention to link between electro-power and global warming, the situation and the activities of power companies in Japan, smart - intelligent networks (smart grids), and at the end to the mission and role of CIGRE and electrical engineers. He pointed out that Japan has opted for nuclear power, renewable energy sources and photovoltaic cells to achieve the three E concept (Energy security, Economy and Ecology). Referring to the role of CIGRE he concluded that it is "a unique platform for significant suggestions for solving problems." During the conference were held a panel discussion on "The need for increasing of intelligence of power systems," and seminar "Large disturbance".
Introductory, very interesting lectures on the Panel were held by: Clark W. Gellings from American Institute EPRI, "The Need for Technology & intelligence in the Future Power System", Goran Andersson from the Swiss Federal Institute of Technology ETH Zurich "Future Energy Networks - A Vision", Dr. Peter Terwiesch from ABB "Towards a Stronger and Smarter Grids", Phil Southwell, "CIGRE's Role: Shaping the Future" and Ashrad Mansoor from American Institute EPRI "Industry Smart Grid - Interoperability - From Roadmap to Action." It is foreseen that intelligent networks have a significant impact on reduction of losses, which are considered to be very high. Thus, for example, in the U.S.A, more than 210 billion kWh per year is lost during the delivery of electricity from producer to end user. What is the situation in less developed countries? In the vision of future energy networks, the key element will be an energy hub. For 43rd Conference CIGRE has been accepted and published a total number of 414 papers relating to the activities of all 16 Study Committee. With this information about the Symposium we submit the CD with all papers.

During the Conference was held a seminar (workshop) dedicated to Great disturbances that have occurred in the recent past in the world. There had been described a few major disturbances that occurred in France, Spain, Germany, Northern Ireland, Australia, Haiti and Portugal caused by snow or rain storm, fire, earthquake or extremely high winds. A characteristic example of a large disturbance is one that happened in Brazil and was initiated by jump on 765 kV transmission line, when were turned out from the operation 40% of the electricity system and left without power about 50 million of consumers. At the border region between Spain and France in January 2009 Cyclone Klaus, accompanied by wind speeds of 200 km per hour, caused a short circuit at 400 kV and 220 kV transmission lines. For two days as long as the cyclone Klaus lasted, there have been 230 serious damages on the transmission system.

Since 1994 simultaneously with the Symposium CIGRE and at the same place is held the Technical Exhibition CIGRE that has become extremely important and prestigious event in the world in the field of high voltage, both for producers and users of electric power equipment. This year, on the Technical exhibition their production programs and services presented more than 130 worldwide well-known companies, such as ABB, Alstom, Czech, Haefely, Mitsubishi, Omicron, Siemens AG, Toshiba and so on. Anyone who attended the Symposium CIGRE and even partially followed activities that take place on it, easy understand that CIGRE presents most important power professional organization in the world. It is indeed a pleasure to attend such an event, because even after 80 years of existence of CIGRE it is a privilege of relatively rare number of experts. Without a doubt, CIGRE shapes the future of electric power in the world. Therefore, I am very sorry that no one from Montenegro especially from EPCG and Transmission did not attend this important event.
Finally, it should be noted that at the Assembly were elected a new CIGRE Administrative Council, which re-elected Mr. Andre Merlin for president of CIGRE. Former General Secretary of CIGRE, Mr. Jean Kowal went into retirement, and for new General Secretary of CIGRE was appointed Mr. Francois Meslier. President Merlin has gladly accepted our invitation to attend our II Session which will be held in May at Hotel Maestral in Przno.
